This Montenegro generation is quite good. They have made a competitive match against Italy away (2-1) loss, but also beat Sweden (2-0) at home, until ultimately losing to Poland away. The pattern is clear so far - it is at home where Montenegro thrive the best, as they struggle to conclude the 3 points away from home.
Even if Bulatovic (one of the best players) is suspended here due to a red card, I consider this group of players to be good enough to collect frequent 3 pointers at home.
Macedonia on the other hand, operate with a weaker generation. It has been a string of bad results, until eventually snapping a 1 year winless streak by last time at home to Armenia. One victory in 1 year, and the only 3 opponents they have beaten since 2024, is Gibraltar, Moldova, Armenia.
Generally speaking, Montenegro are more of a threat, possessing the better generation at U21 level. I think they win at home, and position themselves competing for top 2. At these odds, worth a shot for sure.
