Boh ... this odd looks as it is made on Duke's name and not on its real value this year.
The Blue Devils are not those of the past years, they are a good team and nothing more in the low part of the Top25 with the best results vs Wake Forest and Boston College, but with only one road game. I don't think they can be favorites right now with any of the Top25 on the road.
Virginia Tech is a good team who defends hard when they want to (ask Notre Dame who suffered a 41-21 in the second half 2 days ago). They have already defeated Villanova, Clemson, Miami and played a close game at Louisville.
It will be a balanced game but I would have reversed the odds
